Elon Musk stated on Saturday that the Ukrainian military violated Starlink’s commercial terms of service by employing the satellite network for lethal drone attacks. The accusation followed a recent move by SpaceX to impose specific restrictions on the speed of drones using the technology.

The dispute centers on the distinction between Starlink, a civilian commercial service, and Starshield, a military variant controlled by the United States government. Musk argued that Ukraine utilized the civilian platform for offensive strikes to kill people, a use he claimed was never permitted under their agreement. He noted that the loophole allowing this practice was closed the previous week.

Ukrainian officials quickly challenged Musk’s assessment. Serhii Beskrestnov, a defense technology advisor to President Volodymyr Zelenskyy, posted on Telegram on Sunday to refute the claim. Beskrestnov explained that all Starlink terminals operating over Ukrainian territory, including areas occupied by Russia, were already subject to a movement speed limit between 70 and 90 kilometers per hour. He added that the system does not function over Russian territory, making the described usage physically impossible.

One current and one former Ukrainian official concurred with Beskrestnov’s analysis. They asserted that previous limits imposed by SpaceX already prevented the military from using the service in the manner Musk described. These officials also accused Musk of throttling access to Starshield, the military system Ukraine accesses through a deal with the U.S. government.

The conflict began approximately two weeks ago when SpaceX first introduced the speed restrictions. On the weekend following Musk’s public remarks, President Zelenskyy announced that the new satellite restrictions have been lifted. This decision may bring an end to the controversy surrounding the commercial terms and military usage of the satellite network.
