The United Kingdom imposed sanctions on 15 Sudanese military figures on Monday, targeting commanders from the Rapid Support Forces and the Sudanese Armed Forces. The measures include asset freezes and travel bans for officials accused of committing war crimes during the fall of el-Fasher last year. The decision follows new findings from UK-funded research that documented widespread abuses against civilians in the region.

The sanctioned individuals are accused of sexual violence, torture, and attacks on civilians. Among those listed is Hussein Abu Jalak, an RSF colonel linked to atrocities during the siege. Al-Nour Ahmed Adam, also known as al-Qubba, was also named for his prominent role in besieging and attacking the city. The UK Foreign Office stated the goal is to ensure the events in el-Fasher are known globally.

These actions stem from reporting by the Centre for Information Resilience. That investigation revealed a pattern of systematic starvation and conflict-related sexual violence. The release of this data prompted the UK government to announce the sanctions package. The findings indicated that these tactics are still being used against the Sudanese population.

Foreign Secretary Ed Miliband addressed the one-year anniversary of the city's fall. He noted that the conflict has created a humanitarian catastrophe. Miliband stated that perpetrators of crimes against humanity must be held accountable. He also called for an end to external support for the warring factions. He emphasized that rape and starvation remain weaponized one year after the initial atrocities in el-Fasher.

The financial measures include a five million pound allocation to support survivors of sexual violence. Another ten million pounds in humanitarian aid was designated for the region. These funds aim to address the immediate needs of those affected by the recent investigations. The total package amounts to 15 million pounds in direct support.

The war in Sudan began in April 2023. Since that start date, tens of thousands of civilians have been killed. Amnesty International reports that 14 million people have been displaced from their homes. The conflict has turned el-Fasher into a focal point of the war, marked by prolonged sieges and mass killings. Hospitals in the area have also suffered attacks during the ongoing fighting.
